The Ta'an I Yuan and Lu Chun Pu herewith transmit to Lung. Governor of Kuangtung, a Confidential Order issued by the President:

Secret reports have been received from various sources

and from the merchants of Hongkong to the following effect:-

"Ch'en Ching-hua is harbouring rebels and secretly foment- -ing disorder. He has an Agent residing at Hollywood Road, Hong- "-kong, in the 3rd. story of the An Chi Hong and also one in Macao. "He has been in secret communication with Hu I-sheng, Wang Ching- "wei, Chu Chih-hsin, Hsieh Ying-po, Ho K'o-fu, Chin Chang, Chang

"Shu-t'ang, Tu Kung-shih, Wu Ying-fen, Tu Ch'eng-shih, Teng K'eng,

"Teng I-ch'en, Yao Yu-p'ing, Ma Yu-shen, Liu Mei-ch'ing, Liu Yueh

*and Huang Ming-t'ang, plotting daily and inducing bad characters

*to join their ranks. They have observed the utmost secrecy. They

"are reported to have raised large sums of money and are collect-

*-ing bad characters, to the number of several thousands, along

"the East River whilst they have ordered 30,000 white military

*hats in Hongkong with red peaks and an inscription thereon. In

"the Police Yamen are stored a large quantity of bombs and rifles.

"They rely on the assistance from within of Wang Tsun-chu and

"K'ang Chung-lo in the Tu Tu Fu".

"This rebel is making use of the Ching Pei Chun and the

"Yu Chi Tui under his command, he has also got Yen To-ming,

"Commander of the Waichow troops, and Ch'en Chung-pin, Commander

"of the Ch'ing Hsiang (

Troops in Nan Heiung and Shrochow

"to aid him. Once all arrangements are made they will commence

"operations. This rebel (Ch'en Ching-hua) is very cunning, he

"simulates concurrence with the Tu Tu in order to avert suspicion".

I have for a long time been aware of Ch'en Ching-hua's evil practices and he should have been arrested and punished 'ere

this. The Tu Tu, however, feared trouble on account of the fact that (Ch'en Ching-hua) was in command of armed forces. An ulcer becomes worse if no remedy be adopted. Reports from many sources say that

the matter is becoming more serious and the Tu Tu should make
